You won't be able to virtualize ARM on the x86/x64 platform (not possible AFAIK) but you can emulate it using QEMU.

1. This is the first time Microsoft provides a downloadable ARM64 ISO.
2. Using QEMU you can only emulate ARM on x86_64
3. If you are on a x86_64 host vmware/virtualbox only virtualize same processor which means only x86_64.

There are issues with downloading it, well for me was the English version and I know 1 or 2 others who had same problem, so looks like Microsoft have a list of who gets it and who doesn’t, I managed to get from someone who shared a link.

Windows 11 ARM can run x86_32, x86_64 and ARM64
So you can run Office x86 without problem
