is there any way to download files from allfiles.ru for users outsite of Russian Federation?!(without registration)

How about using some Russian proxy? :)

go -> http://samair.ru/proxy and try to Find Russia Proxy Servers, set the Proxy then use it

I haven't ever seen Russian proxies on samair.ru - mostly Argentina, Brazil, etc.
Now I see only one there: http://www.samair.ru/proxy/proxy-09.htm
