It is a feature avaliable in vBulletin to aware "points" for various thing and then connect them to various options available to the administration of the Board. It could be tied to access to restricted forums and/or almost anything one wants. You could read up on it on the vBulletin Forum if you wish.
To my knowledge Aaron has not activated anything relating to the "reputation" system as of yet.
