Look at the Example reg files that come with Multikey and you will see that you have the format wrong. It should be like this :

But let me repeat : unless you have a current xxxxxx.lic RSA license file you are wasting your time. Even if you have the license file, there are then other tricks you will need to do, as the target detects several common emulators.
