Need help for unpacking this file

This file might be packed with PECompact or PEShield;
I was unable to unpack it.
Please, can anyone help me?

You need Pe-Scan 2.12 by Snyper.
Try to unpack.

And what about Cexe?

My tools are unable to decompress Cexe;
can anyone unpack this?
