Well, you got to get the binarys from somewhere?
Both yes and no, the bug can be exploited by a malicious binary and execute code on your computer, even when you are offline. But it can not provide the attacker with an interactive shell, since there is no connection to him.
But you can get infected with some nasty trojar, keylogger etc.
