Regional Settings -> Advanced. There you have "Language for non-unicode programs". Thatd be default codepage i think. Also maybe you should check some codepages in listbox below. Anyhow, i know i once tried to make cyrilic letters in Delphi program but i made it only with TLabel :/

that seems the way to do it. If the application is non-unicode it would need support for char display in default non-unicode support language. Would sure do that
