Does anybody know "Chris & Rich Williams" who are actually Turbo Debugger's authors

When I debug Turbo Debugger 3.1 to fix its bugs in recent days, I accidently
found that TD's About menu hides its authors deliberately because these
names do hold a line yet contain a hidden attribute.

So, does anybody know these terrific guys? I could not find any info concerned
with them from wiki or gemini.
